If your CRS score can't win a federal draw, the provinces are your second front. Every province and territory (except Quebec, which runs its own system) operates nomination streams — and a nomination adds 600 points to your Express Entry score, all but guaranteeing an invitation.

What provinces are actually selecting for

Provinces nominate people they believe will stay and fill local gaps. Across the 80+ streams, requirements cluster around five factors:

  • Occupation: most streams target in-demand occupation lists that change with the local economy — health care, trades, transport, hospitality, tech
  • Connection to the province: a job offer, past work or study there, or close family — the strongest predictor of nomination
  • Language: minimums vary from CLB 4 in some streams to CLB 7+ in skilled streams
  • Education and experience: generally at least one year of relevant experience; regulated occupations may need licensing steps first
  • Settlement funds and intent: proof you can establish yourself and genuinely plan to live in the nominating province

Two mechanical routes

Enhanced (Express Entry-aligned) streams pull candidates from the federal pool — nomination adds the 600 points and your PR processes federally in months. Base streams run outside Express Entry with paper applications; slower, but open to profiles that don't fit federal criteria at all. Some provinces also run periodic draws from their own registration pools, so keeping an active, accurate profile matters.

Common mistake: chasing whichever province "seems easiest" with no connection to it. Officers test intent to reside — an application that smells like a points transaction gets refused. Pick provinces where your occupation, funds, and story genuinely line up.

Timing realities

Occupation lists open and close without much notice. Do all PNP streams need a job offer?

Must I stay in the nominating province?

You must genuinely intend to settle there at landing. Charter mobility rights exist, but arriving with documented plans to live elsewhere is misrepresentation territory.
